A practical training course using the JMTR (Japan Materials Testing Reactor) and other research infrastructures was held from July 24th to July 31st in 2019 for Asian young researchers and engineers. This course was adopted as Japan-Asia Youth Exchange Program in Science (SAKURA Exchange Program in Science) which is the project of the Japan Science and Technology Agency, and this course aims to enlarge the number of high-level nuclear researchers/engineers in Asian countries which are planning to introduce a nuclear power plant, and to promote the use of facilities in future. In this year, 12 young researchers and engineers joined the course from 6 countries. This course consists of lectures, which are related to irradiation test research, safety management of nuclear reactors, nuclear characteristics of the nuclear reactors, etc., practical training such as practice of research reactor operation using simulator and technical tour of nuclear facilities on nuclear energy. The content of this course in FY 2019 is reported in this paper.

Improvement of engineer ethics education using resilience engineering concept

The purpose of engineering ethics education is to understand the effects and impacts of technology on society and nature and the responsibilities that engineers have to fulfill for society. There are many cases used in the educational method so that the students can understand the problems surrounding the engineers. However, most of the cases correspond to event scenarios where engineers have failed to maintain safety. Resilience engineering was born from the criticism of safety measures for the purpose of preventing recurrence by seeking human error and organizational culture as the cause of accidents in the field of ergonomics. Its features are that people are considered as beings that realize safety in dangerous systems, and that they focus on good practices. This paper describes the improvement of engineering ethics education by utilizing resilience engineering concept.

Since the FUKUSHIMA-DAIICHI Nuclear Power Plant accident, a significant issue to develop human resources for nuclear and radiation technology has been growing up. A strong effort will be made, based on the serious experiences of troubles/accidents, to restore social confidence by developing engineers having high sense of ethics beyond logic of organization.

The Atomic Energy Society of Japan (founded in 1959; AESJ) establishes the Code of Ethics and organized an ethics committee as a permanent committee in 2001. The mission and the purpose of the Ethics Committee activities permeate through the AESJ members for code of ethics. Members' sense of affiliation with AESJ is not as high as IPEJ. This paper introduce the significance, contents and issues of ethics activities at AESJ.

Analysis of technical papers and oral presentations by engineers and technicians

On the Comprehensive Strategy on Science, Technology and Innovation 2015, National institutes are required to secure and educate advanced engineers and technicians. However, a model for realization of the requirement is not completed yet. Nuclear Science Research Institute secures advanced engineers and technicians, who are able to construct close relationship to advanced researchers and are engaged in basic research and/or practical use development. Their technical papers and oral presentations data are stored in the JAEA Originated Papers Searching System (JOPSS). By analysis of the technical papers and the abstract of presentations, it is found that engineers and technicians who wrote technical papers were engaged in experiments and researches for evaluation and/or inspection, and oral presenters intended to technologically develop in the view of realization of technological practical use.

Seven years have passed since the accident of Fukushima Daiichi Nuclear Power Station (1F), efforts such as regulation based on the 1F accident, further safety measures, safety culture development, etc. were strengthened, and some nuclear facilities such as nuclear power plants and research reactors have been restarted. Under these circumstances, the Ethics Committee of AESJ held a planning session several times on the theme of "Ethics of Nuclear Personnel Necessary to Prepare for Disaster" based on the lessons learned in 1F accident. This time, we will present reports and topics on efforts towards safety culture development activities at JAEA on safety culture of nuclear research institutes, as well as some comments from experts, about safety culture and engineer/researcher ethics at nuclear research institutes. We would like to discuss these issues with participants based on those information and make reference to future stakeholders' efforts for their safety culture development.
